This technique is by Kerrianne Hobbs from pixels2pages.net. Start with your photo and copy and paste it. Select both photos and using the arrange tab, align them both vertically and horizontally. In the elements panel, select the top copy of the photo to work with. Under the format photo ribbon, select the touchup tool and then the erase tool to "erase" the part of your photo you want to be colored. Adjust your brush size, pressure, and magnification to erase the area. You can adjust the brush size smaller for better detail in smaller areas. Once you have erased the desired area, click ok. It will still look the same because the photos are aligned. So go to the color tab and choose black and white. The top photo is still selected so it will turn to black and white. The color photo will show through the area you erased for your Splash of Color!
